Yes — Power BI Desktop is a free download from Microsoft and is everything you need to learn data modelling, DAX and dashboard building. Paid licences (Pro/Premium) only matter when you publish and share dashboards inside an organisation.
No coding is required to start. Power Query has a point-and-click interface, and DAX formulas feel like an extension of Excel formulas. SQL knowledge helps later for connecting to databases, but plenty of working BI analysts started from an Excel background.
